The Government of Sindh through the Local Government Department has announced a Request for Expressions of Interest (EOI) for the Competitive and Livable City of Karachi (CLICK) Project, supported by the World Bank (IBRD Loan No. 8998-PK). This initiative invites eligible consulting firms to apply for the assignment titled:

1. Project Overview
The Government of Sindh has secured financial assistance from the International Bank of Reconstruction and Development (IBRD) to enhance the competitiveness and livability of Karachi under the CLICK Project. A portion of these funds will be allocated for hiring an Independent Monitoring Firm (IMC) to oversee project activities.
2. Eligibility Criteria
Consulting firms interested in applying must meet the following criteria:
- Must be a legally registered and eligible entity with minimum 10 years of experience in design and supervision.
- Must provide documentary evidence of registration, including income tax and sales/service tax registration (if applicable).
- Must submit an affidavit confirming the firm is not blacklisted by any Government or Semi-Government authority.
- Must demonstrate experience in municipal/urban sector projects (parks, roads, community centers, etc.) with a minimum one contract in the last 5 years worth at least USD 0.4 million.
- Must have strong managerial and technical capabilities.
3. Selection Method
- Selection will be conducted under the Quality and Cost Based Selection (QCBS) method as per the World Bank’s Procurement Regulations (2016, revised November 2020).
- Conflict of interest provisions under Section 3.17 of the Procurement Regulations will apply.
- Consultants may form associations (Joint Venture or sub-consultancy), but must clearly state the arrangement.
