The Gwadar Development Authority (GDA) has officially announced an important tender notice for the year 2025. This tender, issued under the Balochistan Public Procurement Rules 2014, invites eligible contractors and firms to bid for the implementation of the Gwadar Smart Port City Master Plan project titled:

Tender Fee and Bid Security

To ensure only serious and qualified bidders participate, the following conditions apply:

Tender Fee: PKR 2,000/- (non-refundable)

Bid Security: 3% of the quoted bid price, submitted in the form of a bank guarantee, deposit at call, or pay order.





Eligibility of Bidders

The Gwadar Development Authority has outlined strict eligibility criteria to ensure that only capable, experienced, and financially sound firms participate. The main requirements include:

1. Active Tax Payer List (ATL)

Firms must be listed as active taxpayers in Pakistan.



2. No Blacklisting

Bidders must not be blacklisted by any procuring agency within Pakistan.



3. Balochistan Revenue Authority (BRA) Registration

Mandatory for participating firms.



4. Relevant Work Experience

Firms must have successfully completed at least three assignments of similar nature.



5. Financial Turnover

A turnover of at least PKR 210,770,164 in the past three years, proving the firm’s financial strength.



6. PEC Registration

Firms must be registered with the Pakistan Engineering Council (PEC) in Category C-3 and above (with a project limit of over PKR 500 million).

Required specialized codes include:

EE04 (Low Voltage Installation)

CE10 (iv) Soil Investigation and Stabilization

CE10 (vi) General Civil Engineering Works

CE10 (ii) Slope Protection System

CE10 (iii) Concrete Repairs

CE10 (ix) Landscaping & Horticulture




7. Financial Records

Income tax returns, audited financial statements, and bank statements for the last three years are mandatory.







Procurement Procedure

The bidding process will follow the Single Stage Two Envelope Procedure as per Balochistan Procurement Rules.

The technical bid will be evaluated first, and only qualified firms will have their financial bids opened.

Important Dates

Last Date for Bid Submission: October 7, 2025, at 12:00 noon (only electronic submissions will be accepted).

Tender Opening: October 7, 2025, at 01:00 PM on the EPPS system.


Late submissions will not be entertained under any circumstances.
