Key Responsibilities

The CCO will have a broad set of responsibilities aimed at ensuring financial sustainability, customer satisfaction, and investment growth. These include:

Formulating and leading commercial strategy aligned with KWSC’s mission of providing reliable water and wastewater services.

Developing and managing the Commercial Department of KWSC.

Leading the tariff review framework: defining principles, assessing, adjusting, and approving tariffs charged to customers.

Preparing and implementing tariff proposals for the KWSC Board and the Government of Sindh as per the KWSC Act, 2023.

Overseeing the development of revenue management systems and customer engagement processes to ensure financial health and satisfaction.

Structuring and managing Public-Private Partnership (PPP) arrangements, commercial deals, and investment opportunities for KWSC’s development projects.

Establishing fundraising mechanisms for mobilizing long-term financing, including blended finance and partnerships with international stakeholders.

Leading negotiations and concession agreements with private sector partners and multilateral agencies.

Representing KWSC in high-level engagements with governments, investors, and multilateral organizations to build credibility and attract investments.

Advising the CEO and the Board on commercial initiatives, investment strategies, and financial structuring.

Establishing and monitoring Key Performance Indicators (KPIs) for commercial activities, reporting regularly to leadership.





Qualifications and Experience

The ideal candidate must bring substantial professional expertise and leadership skills.

Minimum Requirements:

At least 10 years of experience in:

Commercial management

Finance

Strategy

Infrastructure development

Investment management, or related fields


Proven experience in large-scale commercial, infrastructure, or investment initiatives, with demonstrated ability to engage effectively with multiple stakeholders, including government bodies.

Strong knowledge of structuring financial or investment transactions, especially PPP projects.

Master’s degree in:

Finance

Economics

Business Administration

Or a recognized professional qualification such as CA, CFA, ACCA, ICMA
